Official source: The interview and comment you're referring to is from 2020, whereas the second popularity poll is from 2021 - so Fujimoto's favourite changed to Denji.

I always saw it as Power being Denji’s perfect partner in a weirdly platonic sense. They formed their friendship pretty quickly despite the rough start and have a very trusting intimate friendship as seen in the OP’s panel, their bathing scene, and Power’s contract with Denji. Regardless of whether or not either has romantic interest in the other, I really think the point Fujimoto is trying to make is that Denji is confused by why the experience doesn’t feel “sexy” to him because he lacks the capacity or emotional vocabulary to totally understand that a situation that involves nakedness with someone you’re close to isn’t always about sex.
